Lord Butler was the Cabinet Secretary, which means the head of the civil service and a Knight of the Garter [ one of 26 ]. He knows what he is talking about. For a Cab Sec and master of discretion to put the boot into a serving prime minister in public may well be unprecedented. He did the inquiry into the distortions and fairy stories that led the British Army to war in Iraq. The Spectator's offering is more pungent.
