Oxford Sex Gang ex Wiki The Oxford sex gang was a group of
seven men who preyed on pre-teen and under-age teenage girls in
Oxford,
England, from 2006 to[when?]
before their arrest and prosecution. In May 2013, they were convicted of
sexual offences including rape, conspiracy to commit rape, arranging or
facilitating
child prostitution,
trafficking for sexual exploitation, and procuring a
miscarriage. Their victims were "subjected to sexual violence marked out
by its sadism: sexual assaults designed to draw blood, multiple rapes, [and]
physical attacks in which [they were] choked".[1]
As in the similar
Rochdale,
Rotherham,
Derby and
Telford prosecutions, all gang members were from
Muslim
backgrounds, and the girls were
white, leading to renewed discussion as to whether the crimes were
racially motivated and whether the initial failure to investigate them was
linked to the authorities' fear of being accused of racism.
In March 2015,
a report revealed that more than 300 people, mostly girls from the city of
Oxford, had been groomed and sexually exploited by the gang. It accused the
Thames Valley Police of disbelieving the girls and failing to act on
repeated calls for help, and Oxfordshire Social Services of failing to
protect them despite compelling evidence they were in danger.[2]
The report also called for research into why a significant amount of
perpetrators of child grooming come from Muslim backgrounds.[3]
Gang members
The gang included seven men: two pairs of
brothers: Mohammed Karrar (38) & Bassam Karrar (33) and Akhtar Dogar (32) &
Anjum Dogar (31) with three other men: Kamar Jamil, 27, Assad Hussain, 32,
and Zeeshan Ahmed, 27. Five were of
Pakistani Muslim heritage and two, the Karrar brothers, of Eritrean
Muslim heritage.Abuse From
2004–2012, the gang groomed children from 11 to 15-years-old from
dysfunctional backgrounds who were unlikely to be believed and others living
in care homes. They gave presents, plied them with alcohol and introduced
them to
Crack cocaine and heroin.[4]
After the girls became dependent on the men,[4]
they were guarded so they could not escape[5]
and threatened that they and their families would be harmed if they tried to
leave.[4]
The girls were raped vaginally, orally and anally, sometimes by several men,[4]
the abuse occasionally lasting for several days at a time.[5]
Some girls were groomed to be prostitutes and taken to guest houses in
Bradford,
Leeds,
London, Slough
and
Bournemouth where men, usually Pakistani,[6]
paid to have sex with them.[4]
The girls were subjected to extreme sexual violence, biting, suffocating,
and burning. They were tortured with knives, baseball bats, and meat
cleavers and were occasionally urinated upon.[4]
One 14-year-old girl was burnt with a lighter when she tried to resist
having sex.[7]
The mother of another girl said that "she had begged social services staff
to rescue her [daughter] from the gang", who had "threatened to cut the
girl's face off" and "slit the throats" of members of the girl's family.[8]
One girl aged just 12 was forced into prostitution.[9]
She was abused in various places around Oxford, including a flat, the
Nanford Guest House, Travelodge and in
Shotover
Woods.[6]
She frequently contracted
chlamydia and was covered in burns from where men had stubbed out their
cigarettes.[9]
She began to
self-harm and described her experiences as "living hell".[9]
She said that the men sometimes seemed to be aroused by her crying.[6]
Mohammed Karrar, the ringleader of the gang was "brazen in his
exploitation". According to the Guardian, he "acted in the belief
that the authorities would never challenge him – something that for years
proved to be true."[1]
He branded the buttocks of one under-aged victim with his initial, "M",
marking her as his property and charged men between £400 and £600 to have
sex with her.[7]
Karrar visited the girl at her house where she was a carer for her deaf and
ill parents.[7][10][11]
He performed an illegal abortion on the same girl.
He regularly had sex with her when she the age of 12. His brother had a
parallel relationship with her, although she did not see him as often.
Before she reached her teens, she was pregnant. When Mohammed Karrar found
out, he was “fucking fuming” with her for allowing it to happen. “You should
have been more responsible”, he told her. He went crazy and grabbed her by
the throat. Soon after, he gave her drugs and took her to
Reading to have a backstreet abortion. She could hear what was going on
but was not greatly aware of her surroundings. When the pain started, it was
like a period pain but 10 times worse. She came round, asking what was going
on but no one would speak to her. They were using a hooked instrument. There
was no doctor or nurse and she bled for "fucking ages" afterwards.[12]
A 14-year-old girl was threatened with a gun into having sex with member
of the sex ring. She said the gang members were aware she lived in a
children's home and that Akhtar Dogar waited around the corner from the
children's home in
Henley-on-Thames where she lived.[13]
She described being transported around flats, guest houses and parks where
she was then raped.[14]
Reaction and
public debate
The Daily Telegraph
reported Dr Taj Hargey, imam of the Oxford Islamic Congregation, as saying
that "race and religion were inextricably linked to the recent spate of
grooming rings in which Muslim men have targeted under-age white girls":
The view of some Islamic preachers towards white women can be
appalling. They encourage their followers to believe that these women
are habitually promiscuous, decadent, and sleazy—sins which are made all
the worse by the fact that they are
kaffurs
or non-believers. Their dress code, from miniskirts to sleeveless tops,
is deemed to reflect their impure and immoral outlook. According to this
mentality, these white women deserve to be punished for their behaviour
by being exploited and degraded.[15]
Hargey blames the agencies of the state, including the police, social
services and the care system, who ″seemed eager to ignore the sickening
exploitation that was happening before their eyes. Terrified of accusations
of racism, desperate not to undermine the official creed of cultural
diversity, they took no action against obvious abuse."
In the same newspaper, journalist
Allison Pearson claimed that "fear of racism" had allowed sex crimes
against white girls by Pakistani Muslims to become a serious problem not
only in Oxford but throughout the country. She described the Pakistani
Muslim community as "essentially a Victorian society that has landed like

She criticised the views of
Sue Berelowitz, the Deputy Children's Commissioner, who has attempted to
downplay the over-representation of certain groups in sex-crimes against
children. While expressing relief that some action was now being taken
against the problem, she concluded that trouble was still in store: "what
remains is a political class still far too timid to challenge growing and
alarming separatism in Muslim education and law."

Paul Vallely pointed out that there was a danger of the media, fuelled
on a toxic mixture of "combination of depravity and self-righteous
indignation", peddling vicious stereotypes about Pakistani Muslim culture.
He pointed out that these sexual crimes were not confined to Pakistani
Muslims or directed purely against white victims: a Turkish Muslim gang in
London had targeted a Bangladeshi girl and in the
Rochdale case one Pakistani Muslim perpetrator had raped a member of his
own community. He spotlighted voices from the Muslim community who were
interrogating issues around the dysfunction there:

Shah has criticised a culture of racism, misogyny, tribalism and
sexual vulgarity among men "who hail from the poorest, least educated,
and most closed-off parts of Pakistan". Julie Siddiqi, the executive
director of the Islamic Society of Britain, has called for a change in
the male dominance at the top of many Muslim organisations which may
have contributed to their community's silence on grooming.[17]
Vallely concluded that "all this" confounded "the lazy stereotypes about
sex and race peddled by those in search of a sensationalist headline". A
local observer, Esther Davidson from the Oxford Community Against
Trafficking, said that demand for sex with under-age children was
"completely unacceptable" and that "we now have to face the fact modern
slavery takes place in our community."[18]

Brothers Mohammed and Bassam Karrar received life sentences, with minimum
tariffs of 20 years for Mohammed Karrar and 15 years for Bassam Karrar.
Brothers Akhtar and Anjum Dogar received life sentences with minimum tariffs
of 17 years. Kamar Jamil received a life sentence with a minimum tariff of
12 years. Assad Hussain and Zeeshan Ahmed were both jailed for seven years.2015 report A
serious case review of the Oxford sex gang commissioned by Maggie Blyth,
independent chair of the Oxfordshire safeguarding children board, was
released in March 2015. It reported that as many as 373 children, 50 of them
boys, may have been targeted for sex by gangs of men in Oxfordshire in
sixteen years.[20]
The report criticized Thames Valley Police and Oxfordshire County Council
for "many errors" and not acting sooner. Among the failings are a culture of
denial among the professionals who blamed girls for precocious and difficult
behaviour, blamed girls for putting themselves at risk of harm, tolerated
underage sexual activity by girls with older men, and failed to recognize
girls had been groomed and violently controlled.[21]
The report called for research into why people of "Pakistani and/or Muslim
heritage" constituted a significant number of the perpetrators.[3]
The report found no evidence of "wilful professional misconduct" and said
that senior managers were not made aware of what was going on, and no one
had been disciplined or sacked despite the errors made. The MP for
Oxford East
Andrew Smith called on the government to set up an independent inquiry.[21]
Prime Minister
David Cameron, speaking at a summit to address the issue after similar
scandals in
Rotherham and Oxfordshire, made a number of proposals, including up to
five years in jail for teachers, councillors and social workers in England
and Wales who failed to protect children, unlimited fines for individuals
and organisations shown to have let children down, and a national helpline
to enable professionals to report bad practice.[22]

A gang of abusers who subjected vulnerable girls in
Oxford to years of rape, torture and extreme sexual violence
has been convicted at the Old Bailey in one of the biggest child
sexual exploitation trials in recent years.
Seven men were found guilty of a total of 43 charges relating
to six victims. The gang included two sets of brothers, Akhtar
Dogar, 32, and Anjum Dogar, 31, and Bassam Karrar, 33, and
Mohammed Karrar, 38. The other men were Kamar Jamil, 27, Zeeshan
Ahmed, 27 and Assad Hussain, 32. All lived in Oxford.
Mohammed Hussain, 25, who was cleared of three counts of
sexual activity with a child, had insisted he thought the girl
was over 16. A ninth defendant, who cannot be named, was cleared
of a similar charge.
Ahmed had to be removed from the dock by security staff after
he punched one of the acquitted men.
The jury of seven men and five women spent 17 hours and 46
minutes in deliberations spanning four days.
Adjourning sentencing until 26 June, Judge Peter Rook QC told
the defendants: "You all understand that you've been convicted
by the jury of the most serious offences. Long custodial
sentences are inevitable."
The girls – all of whom came from backgrounds in care – were
drugged, raped, sold as prostitutes and trafficked around the
country while supposedly in the safekeeping of the local
authority in the city.
Years of failings by Thames Valley police and Oxford social
services were exposed during the trial. Police were alerted at
least six times by victims – who were aged between 11 and 15 –
of the exploitation and horrors that were taking place within
flats and guesthouses and in the parks and open spaces of the
Cowley area of Oxford.
Social workers spoke of knowing that some of the victims were
being groomed. But no one acted to draw all the evidence
together until one detective took the case on in late 2010.
The case mirrors exploitation rings uncovered in
Rochdale,
Derby and Telford in that the perpetrators were from Asian
backgrounds and the victims were young, vulnerable white girls.
Police and social services have apologised to the victims –
the number of whom police say could exceed 50.
Joanna Simons, chief executive of Oxford county council,
said: "We are incredibly sorry we were not able to stop it any
sooner. We were up against a gang of devious criminals. The
girls thought they were their friends.
"I would like to pay tribute to the courage of the girls in
giving evidence. They have been so brave.
"We did not know the nature of what was happening – the
devious nature of such depravity. We did not know we were
dealing with a gang."
Detective Chief Superintendent Rob Mason, of Thames Valley
police, said the force deeply regretted that the abuse was not
identified sooner. "We were too reliant on victims supporting
criminal proceedings and … they suffered a terrible ordeal," he
said.
The gang of men – most of whom are of British Pakistani
descent – subjected the girls to acts of sexual depravity of
such extreme violence that police sources said it amounted to
torture.
The men – who included two sets of brothers – denied 47
charges relating to six girls aged between 11 and 15 over eight
years in the Cowley area.
In all they faced 66 counts, which included trafficking,
forcing girls into prostitution, procuring an illegal abortion,
rape and physical violence. The men plied the girls with drink
and drugs such as crack and heroin, to which they became
addicted.
The six girls were forced to relive the horror of what
happened to them in front of an Old Bailey jury during the
three-and-a-half month trial.
Each one broke down as they revealed what had taken place
between 2004 and January 2012, when they were groomed, beaten,
raped and sold into prostitution around the country.
The men deliberately targeted young girls who were out of
control, in care and extremely vulnerable.
The Guardian has been told by one victim, known as Girl C, in
an interview after she gave her evidence, that the men
exclusively wanted white girls to abuse.
Girl D described how she was branded by her abuser, Mohammed
Karrar, and sold to other men for £600 an hour. Over five years
she was repeatedly raped by groups of men in what she described
as "torture sex".
Another victim, known in court as Girl A, complained twice to
police but no one was charged. She told how a care home manager
refused to pay her taxi fare when she returned from her abusers
in Oxford. Then 14, she was driven back to the city by the taxi
driver, and back into the hands of the gang of men to be raped
again.
The member of staff at the private care home where the girls
were placed by Oxfordshire county council was later sacked.
A serious case review is being launched into the failures by
social services to protect the girls. Simons said an extra £2m
was being spent on more social workers and preventive measures
to try to ensure nothing like this happened again.
The ring was only exposed when a police officer proactively
built evidence against the men in late 2010.
Simon Morton, then detective chief inspector, put the men
under surveillance, traced their phones, pulled every social
services record of missing girls in Oxford who he thought were
victims and built the case against the gang meticulously.
He said: "All the girls are really pleased and proud that
they have given evidence. What this was was an organised
criminal gang who effectively owned these girls. They isolated
them and turned them against everyone: adults, carers, loved
ones, social services, the police. The girls were completely
brainwashed.
"These men managed to hide their activities for a
considerable time and it takes a different mindset to understand
what was going on.
"This was happening in Oxford – the city of dreaming spires.
If it was happening there, the ramifications for all cities are
huge."
